The Inland Wetlands & Watercourses Commission held a Public Meeting on Wednesday, December 17, 2003 at 7:30 P.M. in the Town Council Chambers, Town Hall, Wethersfield, CT 06109.

Application No. 498-03 ES, Town of Wethersfield , Wethersfield Country Club, Re application with some minor changes of a previously approved flood and drainage project at the Wethersfield Country Club Property, Also seeking Erosion and Sedimentation Control Plan Certification.
Mr. Thomas Bulzak, PE of DeCarlo & Doll was present to make a presentation to the commission. He noted a previously submitted application to the commission in 1996 which addressed a long standing drainage problem from the Wethersfield Country Club was approved. This application is essentially a re-application with some minor modifications.
The project would consist of constructing three separate dams to retain water on Country Club Property and meter the water out over a twenty-four hour period. The first dam would be slightly wider then the previous application, 3 to 6 feet and the slopes flattened to 3 to 1. Second dam would be adjacent to Stocking Mill Road. The third dam is an "L' shaped 2 1/2 - 3 foot high to provide storage and metering out of water through the system.
Commissioner Buck questioned the invert to the top of dam dimension, which would be about seven feet, and was the State of CT Dam Safety contacted. Mr. Bulzak of DeCarlo & Doll commented that the daming effect on the down streamside was 2 1/2 to 3 feet and that DEP had approved the previous application.
Chairman Clark excused himself from participating in this application.
Motion by Commissioner Hallisey, seconded by Commissioner Sanzaro to approve the application.
All voted in favor. Motion passed.
Motion by Commissioner Buck, seconded by Commissioner Morris to Certify the Erosion and Sediment Control Plan.

Application No. 499-03 ES, Town of Wethersfield, Stillman Building
Mr. Richard L. Boston, RLA of Designs Professionals Inc. was present to make a presentation to the Commission regarding the renovation and parking lot construction at the Stillman Building. Mr. Boston explained there are no wetlands or flood zone on the site. The site is approximately 1.35 acres site with 53,000 square feet of disturbed area. Some trees would be spared others replaced. The perimeter would be silt fenced and the swale would have hay bales every 100 feet for sediment control. The two catch basins at Hartford Avenue would use silt sacks and gutter buddies rather than hay bales out in the traveled way. A perforated drain and downspouts would be connected to the catch basins. There would also be a six-foot high chain linked fence along the baseball field with a ten foot wide warning track with one inch processed stone instead of processed aggregate.
The Commissioners had no questions or comments.
Motion by Commissioner Buck, seconded by Commissioner Morris to Certify the Erosion Sediment Control Plan. Commissioner Hallisey abstained.

Application No. 500-03, Thomas Vencuss, Wethersfield United Methodist Church, 150 Prospect Street
Mr. James Sheehy, L.S. was present to make a presentation to the commission on behalf of the Wethersfield United Methodist Church. Mr. Sheehy explained that the wetlands had been flagged and that there was to be no regulated activity in any regulated areas in connection with the proposed additions to the Church. Mr. Sheehy was requesting a declaratory ruling from the commission since they would be staying out of the wetlands. He would then come back at a later date with more specific plans and soil and erosion control. There would also be some additional gas and sanitary sewer connections.
Commissioner Buck, Commissioner Ambrose, Commissioner Clark and Commissioner Hallisey questioned removal of the eight inch pipe and it's replacement, and the proximity of both the pipes around the building to the wetlands, and the tree line and grading adjacent to the wetlands.
Commissioner Scenti questioned Rights and Easements necessary from the YMCA property to the east for drainage and new sanitary sewer connections.
There were discussions among the Commissioners and Mr. Sheehy and concerns expressed with making a declaratory ruling on the plans when there were still issues to be finalized by the Church Building Committee.
The Commissioners discussed whether the application was complete, should be withdrawn ,or tabled. Mr. Sheehy requested the application be tabled. He would seek additional direction from the Church Building Committee.
Motion by Commissioner Buck to table the application, seconded by Commissioner Hallisey.
All voted in favor, Motion passed.
Chairman Clark made a presentation of a plaque to former Commissioner James Sweeney recognizing his 15 years of service to the committee.
All voted in favor. Motion passed.
Motion by Commissioner Morris, seconded by Commissioner Scenti to adjourn the meeting. All voted in favor. Motion passed. Vice Chairman Ambrose adjourned the meeting at 8:30 pm.
