Moeller Home Building Committee Meeting Minutes

Chairperson Perry Cornwall opened at the meeting at 1:30 p.m. Members present were Chairperson Perry Cornwall, Melvin McOmber and Kathleen Bagley, Director, Recreation and Parks Department. Also present at the meeting was architect, Jim Bell.

  1. Public Comments.
    None.
  2. Minutes - August 19, 2004 and August 25, 2004.
    Melvin McOmber moved to approve the minutes for August 19 and August 25, 2004. The motion was seconded by Kathleen Bagley and voted unanimously.
  3. Review Revised Bids for Nature Center.
    Jim Bell distributed a copy of the bids received from LTC Construction and Cutter Enterprises for the second bid, Addendum #2 for the Moeller Home project. The base bid for Cutter Enterprises was $698,645 and the base bid for LTC Construction was $686,800. Committee members reviewed both bids with the architect. They looked at the alternate bids by each contractor. Eight alternates were bid and based on bid amounts for the base bid and the alternate bids, the low bidder was LTC Construction Company, Inc. Committee members decided to accept LTC Construction base bid of $686,800. They deducted the following alternates: $12,000 for VTC flooring, $12,000 for painting, $3,600 for the stone path, $12,600 for re-pointing of the exterior brickwork, $18,500 for the generator and by deducting these amounts, the bid would now stand at $628,100. Ms. Bagley distributed a report dated 9/15/04 on the Moeller Home budget estimate. A revised estimate is included in the minute's packet and identifies the expenses to date with the income to date. The bottom line on this report shows that the committee is short $89,774. Committee members discussed the possibility of raising additional funds to move the project forward. Chairperson Cornwall will contact previous donors on the project to assess their willingness to provide an additional donation to the building project. He also asked Ms. Bagley to set up an appointment with Town Manager, Bonnie Therrien, to discuss the results of this bid and the status of the budget. Ms. Bagley suggested it would be appropriate at this time to have a motion recommending the low bidder, LTC Construction, receive the bid for the Moeller Home project. She felt with this motion in place if funds become available the recommendation can go to the Town Council. She also reminded members that this bid will be held for ninety (90) days. Melvin McOmber moved to recommend to the Town Council that the LTC Construction Company be awarded the contract for the renovation of Moeller Home for $628,100. The motion was seconded by Kathleen Bagley and voted unanimously. Architect, Jim Bell, reported that he will notify the two (2) construction companies of action of the Building Committee.

    The next meeting of the Building Committee will be scheduled when additional information is known regarding the status of the project.

  4. New Business.
    1. Payment Request from EnviroScience dated 8/20/04.
      Melvin McOmber moved to approve payment to EnviroScience in the amount of $250.00 for invoice number 0000004 dated August 20, 2004. The motion was seconded by Kathleen Bagley and voted unanimously.
    2. Payment Request from Moser Pilon Nelson dated 8/31/04.
      Melvin McOmber moved to approve payment to Moser Pilon Nelson Architects in the amount of $2,171.70 for invoice number 0013760 dated August 31, 2004. The motion was seconded by Kathleen Bagley and voted unanimously.
  5. Adjournment.
    The meeting adjourned at 2.25 p.m.
