Chairman Jim Schumaker called the meeting to order at 8:05 PM in the Town Hall Public Works Conference Room. The meeting was attended by Commissioners Ingrid Boelhouwer, Gene Grayson, Robert Pulford, Rebecca Zaliznock, Royce Vehslage, and Ralph Moyer. Also in attendance was Peter Gillespie, the Town Planner.
The October 12, 2005 Minutes were approved (Motion by I. Boelhouwer, Seconded by G. Grayson).
Peter Gillespie:
Mr. Gillespie attended the meeting to answer questions posed by the Commission members related to the regulations and policies of the Planning and Zoning Commission, and their working relationship with the Economic Development and Improvement Commission and the Inland Wetlands and Watercourses Commission. The P&Z Commission refers to the Town's Plan of Conservation and Development (2000) when considering applications for development. The issues discussed with Mr. Gillespie related to the designation of open space included land acquisition grants, the development of open space criteria, and the identification of suitable parcels of land. Mr. Gillespie stated that he was not aware that the Conservation Commission developed Open Space Criteria in 2004 and said he will contact K. Bagley's office to obtain a copy. Mr. Gillespie also stated that he is aware that the inventory for undeveloped parcels is currently being entered into the Town's GIS data system.
Open Space Update:
J. Schumaker stated that he will contact the Town Manager and Councilor Matt Forrest to inquire about forwarding copies of the Open Space Criteria to the Planning and Zoning Commission, the Economic Development and Improvement Commission, the Inland Wetlands and Watercourses Commission, and the Town Engineer. The Commission also discussed options to bring the issue of Open Space designations to the public and to the Town Council and other Commissions.
Chairman Schumaker adjourned the meeting at 8:35 PM (Motion by R. Moyer, Seconded by G. Grayson).
