Chairman Coombs called the Meeting to order at 6:00 P.M. in Conference Room One.

  2. Approval of Minutes:
    1. Minutes of March 26, 2007 Meeting - Motion by Stuart Temple seconded by Raymond Grasso to approve the minutes as amended. All but one member voted in favor (Paul Camarco abstained).
  3. Town Hall & Library Renovations - Phase 2:
    1. Follow Up Interview - Prior to calling Brian Kronenberger in Chairman Coombs reminded members that Mr. Kronenberger was invited tonight to answer the questions his brother couldn't answer last week. Raymond Grasso advised we can only limit our questions to those asked last week. After Mr. Kronenberger took his seat Chairman Coombs introduced the people present. He advised Mr. Kronenberger that he was invited back to answer the questions his brother couldn't answer last week and only Committee members would be asking questions. The Committee asked their questions and Mr. Kronenberger responded to all the questions, summarizing the process as well as his Superintendent's function. Based on Mr. Kronenberger's comments regarding foreign craftspeople performing construction trades work Chairman Coombs asked if Kronenberger & Sons only hires legal immigrants. Brain Kronenberger responded yes. Regarding the different completion dates 395 versus 455 Brian advised the lower number is the vacant versus occupied data, There being no further questions Mr. Kronenberger left at 6:48 P.M.
    2. Selection of Contractor - There was much discussion by all committee members and the consensus was that besides being the lowest bidder Kronenberger was a responsible bidder and will meet the needs of this project. Motion by Luke McEntire seconded by Tim Tuell to recommend to Town Council that Kronenberger and Sons be awarded the base bid in the amount of $3,055,000. All but one member voted in favor (Paul Camarco abstained). Motion by Raymond Grasso seconded by Stuart Temple to recommend to Town Council they accept Alternates One, Three, Four, Five, Six & Seven; reject Alternate Two and table Alternate Eight. All members voted in favor. Rational for rejecting Alternate Two and tabling Alternate Eight will be explained in the transmittal letter forwarded by Staff to Town Council. Tim Tuell had concerns that the Committee has seen nothing on using the Library area as swing space. It was agreed at a past meeting that Mike Turner and Chairman Coombs would develop a plan for swing space. Chairman Coombs advised that the plan is still in development. We may need Newfield to do a cost analysis for us. Chairman Coombs and Mike Turner were preparing the square footages to see if the Town Hall departments could fit into the Library Space. We have nothing finalized to give the Committee yet. The item was listed as Alternate 8 so the contractors could take it into consideration. We will have to do an analysis with Kronenberger if the Town Council Awards them this bid. Tim Tuell wanted it noted for the record that he was upset nothing had been forwarded to the Committee yet regarding swing space.
    3. Staff Information - Chairman Coombs announced that Mike Turner informed him CL&P advised the Town that the Town would be receiving an energy rebate for the work accomplished under Phase One.
  4. Next Scheduled Meeting: The next regular scheduled meeting will be Monday April 9, 2007 at 6:00PM in Conference Room One.
  5. Adjournment: Motion by Raymond Grasso seconded by Stuart Temple to adjourn. All members voted in favor. Meeting adjourned at 7:25 PM.
