SPECIAL MEETING
MARCH 17, 2008

The Wethersfield Town Council held a special meeting on Monday, March 17, 2008 at 7:00 p.m. in the Auditorium of the Silas Deane Middle School, 515 Silas Deane Highway, Wethersfield CT.

Present: Cascio, Console, Forrest, Hemmann, Kotkin, Roberts, Walsh, Deputy Mayor Montinieri and Chairperson Adil.

Also present: Bonnie Therrien, Town Manager, and Dolores Sassano, Town Clerk

PRESENTATION BY THE MDC - CLEAN WATER PROJECT UPDATE

Robert Weimar, Chief of Program Management of the Metropolitan District Commission (MDC), introduced Michael Mancini, Design Manager, Alan Pelletier, Principal Engineer, and Neil Amwake, Principal Engineer, from the MDC and Michael O'Brien, Supervising Sanitary Engineer of the Connecticut Department of Environmental Protection. He said that would like to present an update on the Clean Water Project in anticipation of a major project this summer. He presented the attached Power Point presentation. (attachment one)

Councilor Console said that the old system took clean water into the system in order to flush it. What would happen now?

Robert Weimar said that with the system fully developed that was no longer necessary.

Councilor Kotkin said that there could be an appreciable number of Wethersfield residences who need sewer separation.

Robert Weimar said yes, that is true. He said that the MDC is looking into how many homes are affected now.

Councilor Kotkin said that sewer separation will be an enormous construction project.

Robert Weimar said that it will cost about $5,000 per home for drainage separation and about double that for sewer separation.

Councilor Forrest said that he would like the MDC to be aware of the excessive flooding that residents on Deerfield Road in Wethersfield have experienced.

Robert Weimar said that the MDC is aware that the system is under capacity in that area. The brook has actually entered into the system at times.

Councilor Forrest said that anything the MDC could do on a short term basis would be appreciated by the residents.

Councilor Kotkin asked if the cost associated with separation would be borne by the property owner.

Robert Weimar said that the MDC is discussing the issue of separation of homes built after 1961. Some Abatement costs for homes built pre-1961 are included in the project.

Deputy Mayor Montinieri asked what the percentage of homes built pre and post 1961.

Robert Weimar said that he would get that information.

Chairperson Adil thanked the MDC for the update.

ADJOURNMENT

At 7:29 p.m., Councilor Roberts moved "TO ADJOURN THE MEETING" seconded by Councilor Forrest. All Councilors present, including the Chairperson voted AYE. The motion passed 9-0-0.
